A cosa serve?
Per fornire in modo semplice e di rapida fruizione il panorama completo sulla norma e sulla sua applicazione pratica, conforme alla Sentenza della Corte UE del 28 Marzo 2019.
Perchè è necessario?
Per abbandonare prassi sbagliate, approssimazioni e semplificazioni incredibilmente ancora molto diffuse; per effettuare valutazioni di classificazione in linea con i contenuti della Sentenza della Corte UE del 28 Marzo 2019. Questa è, ancora oggi, molto trascurata dai soggetti coinvolti, nonostante le potenti ricadute pratiche, non solo nel processo di valutazione della pericolosità/non pericolosità dei rifiuti classificati con codici speculari.
Per sviluppare nuovi ed opportuni strumenti documentali, sia nella fase di raccolta delle informazioni, sia in quella di valutazione e nella successiva presentazione delle conclusioni, aspetti questi, particolarmente delicati quando, com'è molto frequente, nel processo di classificazione intervengono terzi quali consulenti o laboratori d'analisi.
Inoltre, la LG SNPA 24/2020, che sicuramente fornisce utilissime indicazioni tecniche, lascia aperte molte questioni e, nella sua attuale formulazione, non potrà svolgere il ruolo di riferimento tassativo ai sensi del –nuovo- articolo 184 comma 5 del Dlgs 152/06 (come modificato dal Dlgs 116/2020).
Il corso approfondirà questi aspetti, accanto all'analisi critica delle poche, e scarsamente rilevanti, modifiche introdotte nella classificazione da parte del Dlgs 116/2020.
Quali requisiti?
Anche se i contenuti sono più sintetici rispetto al MiniMaster sullo stesso argomento, non è un corso introduttivo, pertanto è opportuno che i partecipanti abbiano già almeno una minima conoscenza delle principali disposizioni normative sulla classificazione dei rifiuti.
What is it for?
To provide the complete panorama of the standard and its practical application in a simple and quick way, in compliance with the Judgment of the EU Court of 28 March 2019.
Why is it necessary?
To abandon wrong practices, approximations and simplifications incredibly still widespread; to carry out classification assessments in line with the contents of the Judgment of the EU Court of 28 March 2019. This is, still today, very neglected by the subjects involved, despite the powerful practical implications, not only in the process of assessing the danger / non-dangerousness of waste classified with mirror codes.
To develop new and appropriate documentary tools, both in the information gathering phase and in the evaluation phase and in the subsequent presentation of conclusions, these aspects are particularly delicate when, as is very frequent, third parties such as consultants or analysis laboratories.
Furthermore, LG SNPA 24/2020, which certainly provides very useful technical information, leaves many questions open and, in its current formulation, cannot play the role of mandatory reference pursuant to - new - article 184 paragraph 5 of Legislative Decree 152/06 (as amended by Legislative Decree 116/2020).
The course will deepen these aspects, alongside the critical analysis of the few, and scarcely relevant, changes introduced in the classification by Legislative Decree 116/2020.
What requirements?
Even if the contents are more concise than the MiniMaster on the same topic, it is not an introductory course, therefore it is advisable that participants already have at least a minimum knowledge of the main regulatory provisions on waste classification.
